 Civil Defense Follows the Movement of Pilgrims in Mecca and the Holy Sites by Aerial Surveillance

The Commander of the Civil Defense Operations Center in Hajj, Colonel Dr. Mohammed bin  Abdul-Aziz Abu Abah said that the Civil Defense is following up the pilgrims movement by aerial surveillance in Mecca and the Holy Sites. The aerial surveillance has been added to the Civil Defense Operations Center this year, to create consistency between security control and aerial surveillance during Hajj. He indicated that the Civil Defense was represented in the closed-circuit television surveillance by the elements that carry out the surveillance functions for the Civil Defense work.

Colonel Abu Abah pointed out that joining the Civil Defense Operations Center in Hajj to the National Center for unified security operations in Mecca enabled Civil Defense to exploit the potentialities and advanced technologies and systems available to the Civil Defense, such as the accident management system. It is a system of interdependence and integration so that once the caller number appears, its geographical location is identified. Upon the geographical location, the communication is sent directly to the channel dedicated to it. All these stages are carried out in a short period of time. He indicated that this system was created according to geographic information systems provided with all sites of service and security bodies or military bodies.

The Commander of the Civil Defense Operations Center in Hajj stated that Civil Defense relies heavily on these systems and modern technologies provided by the government of the Custodian of the Two Holy Mosques. He added that the Civil Defense tries to exploit and invest these systems and technologies optimally under the standardization of databases and their contribution to the responsiveness with the unified contact number (911) in Mecca. It is difficult for pilgrims and visitors from outside the Kingdom to know all the previous emergency numbers. The integration of all numbers in one number makes it easier to receive these communications in several basic languages. He pointed out that some communication devices are equipped with a camera which enables field workers to add live video and audio of the immense flurry of action to be transferred to the operations center. The device holder does not need to be located because he is automatically connected to the operations center.

Abu Abah pointed out that the center includes 160 wall-screen supervised by 120 observers. Each observer can see a very large number of sites at the same time. Cameras’ sites are controlled according to the importance of the site and to the movements of pilgrims. He noted that the Directorate General of Civil Defense has cooperated and participated with many governmental, security and military agencies
