• The definition of warning:
Is to inform the population, through various means of warning about the presence or disappearance of any of the sources of threats (fatal, natural, industrial, war) that threaten their lives or their properties. In addition to the implementation of the guidelines and instructions of the Civil Defense in order to take the necessary procedures to protect lives, public and local properties, and the national wealth.


 The purpose of warning
Through the various means of warnings and the distinctive voice and audio signals on the streets, roads, public squares and buildings, the population can know the existence of a danger that threatens their lives. So they must go to the shelters and homes, lock the doors and the windows, taking the appropriate protective actions, and listening through the radio and television to the instructions of civil defense.

• The definition of warning sirens:
It is about a modern method of multiple tones in which each tone has its own meaning given to alert the residents of the impending danger – during its occurrence – and its elimination.

• The means of warning:
1) Fixed and mobile Warning sirens.
2) Loudspeakers.
3) And audio, visual, and printed media (TV, Radio, Newspaper).
4) Any other means to transfer information.

• Types of warning sirens:
1) Electronically
2) Electrically
3) Wireless

The definition of the tones of the warning:
They are the distinguished sounds made by the warning sirens. The meaning of each warning tones was set in Saudi Arabia and in the GCC, and they are three tones:
1) The first tone: is about a tone (fixed intermittent one) that continues for a period of (one minute) and indicates to the early warning of the proximity of the danger. (Listen)


2) The second tone: it is about a tone that is (wavy) that lasts for a period of (one minute) and which indicates about the indeed happening of the risk. (Listen)


3) The third tone: It is a tone (fixed continuous one) that lasts (one minute) and that shows that the danger has passed. (Listen)

 

• The use of the warning sirens:
The warning sirens are used in times of peace, war and emergency times.
A. Peace Times:
- Natural disasters such as (floods, volcanoes, hurricanes, landslides).
- Industrial disasters such as (radioactive leaks that result from the nuclear reactors of the State, biological and chemical weapons that exist in the state).
B. In cases of emergency and war:
- The acts of harm against installations (chemical, biological, nuclear) in the State.
- The air barrage, the use of weapons of mass destruction by the enemy.

• The standards for the publication of the warning sirens:
a) Population density: This is about the importance of the city in the terms of population census.
b) Economic importance: Is about the importance of the city in the terms of the presence of the economic and vital facilities.
c) Military importance: Is about the importance of the city in the terms of the presence of the military installations, military compounds, or borders.
d) Environmental importance: Is the importance of the city in the terms of the presence of the factories and risks that they may cause, as well as the natural or the industrial dangers or others.
e) Other important things: They are about an exceptional importance for a certain city such as the religious significance to the cities of (Mecca and Medina).

• Instructions that should be followed while hearing the warning sirens tones:
C. The first tone: instructions to be followed while hearing this tone:
1) Wear the protective suit against the materials such as (chemical, biological, nuclear), if there was any.
2) Go to a secured location (shelter, the basement, or a safe and fortified location in the house against the leaks of toxic gases or air raids or missile strikes).
3) Stay away from areas that are prone to air strikes and missile strikes and sabotage.
4) Keep on listening to the radio or television to take instructions from the civil defense concerning this stage.

• The second tone: the instructions that must be followed while hearing this tone:
1) Wearing the protective eyeshade that has a special filter against poison gas.
2) Stay in (the shelter, the basement, fortified location in the house).
3) Keep on listening to the radio or television to take the instructions for this stage from the Civil Defense.

• The third tone: instructions that should be followed during hearing this tone:
1) Do not take off the protective suit and the mask from the poisonous gas only when the instructions say so.
2) Do not get out of the safe location (shelter, the basement, the safe place in the house) until the instructions imply to do so.
3) Keep on listening to the radio or television to take instructions from the civil defense concerning this stage.
